As a law student at the University of Pennsylvania, Mr. Melzer served as an Articles Editor of the Journal of Constitutional Law. He was also an active member of the school's Criminal Law Research Group and its Maldives Penal Code Drafting Project, during which time he was instrumental in the drafting and codification of a new and modern penal code for the Republic of the Maldives.
